Joe Norton, PT, MS, CFMT, OCS
Joe brings a unique blend of expertise in physical therapy and firsthand running experience to his work with athletes and active professionals. A 2:54 marathoner himself, Joe knows the dedication, drive, and occasional setbacks that come with training—and he's here to help others reach their peak without the pitfalls. After earning his Master’s in Physical Therapy from Springfield College in 2009, he moved to Washington, DC, where he completed an orthopedic manual therapy residency at Georgetown University through the Institute of Physical Art. Since then, he’s built an extensive background in manual therapy, achieving his Certification in Functional Manual Therapy (CFMT) with honors in 2014 and board certification as an Orthopedic Clinical Specialist (OCS) in 2015.
Joe’s experience as both a runner and a physical therapist makes him especially skilled at helping runners prevent and manage overuse injuries, improve performance, and train smarter. His Washington, DC-based practice focuses on orthopedic physical therapy and sports medicine, with a specialized approach for runners that combines hands-on manual therapy, targeted strength and mobility work, and practical training advice.

Kelly Cutler, PT, DPT, CKTP
Kelly Cutler
Kelly is a seasoned physical therapist with a unique perspective on athletic performance and injury prevention. A former Division I swimmer at the University of Vermont, Kelly’s commitment to physical therapy began after experiencing her own share of overuse injuries from the demanding hours spent in the pool. Her firsthand knowledge of an athlete's needs informs her approach to rehabilitation and performance.
Kelly graduated in 2010 from the CUNY Graduate Center / Hunter College in New York City with a Doctorate in Physical Therapy. Afterward, she honed her skills at a private clinic in New York City, even helping to open a new location in Midtown East. Since moving to Washington, DC, in 2014, Kelly has been a valuable part of the MedStar Georgetown University Hospital team, providing specialized care in orthopedic and neuromuscular rehabilitation.
Kelly’s expertise spans a wide range of advanced manual therapy techniques, including Kinesio Tape, Active Release Technique, and Dynamic Neuromuscular Stabilization. She has extensive training in functional manual therapy and plans to pursue certification as a functional manual therapist. This hands-on expertise, combined with her deep understanding of an athlete’s journey, makes her especially skilled at guiding active individuals and professionals back to peak performance.
Today, as a mother of three young children, Kelly is more passionate than ever about helping clients maintain active, healthy lifestyles. She approaches each client’s treatment with individualized care, aiming to enhance their functional movement and improve their day-to-day lives.
Pam Norton, PT, DPT, OCS, CFMT
Pam Norton is a graduate of Marymount University’s Doctor of Physical Therapy program in 2011. She has spent her entire career as a physical therapist practicing in Washington, D.C. Pam completed an orthopedic manual therapy residency in 2014 at Medstar Georgetown University Hospital through The Institute of Physical Art. This training prepared her to become a certified functional manual therapist (CFMT) through the IPA in 2015 which she passed with Honors. She then received a board certification in orthopedics (OCS) in 2016. Prior to joining JNPT, for the last five years Pam has enjoyed being a clinical supervisor to a large staff in an outpatient clinic and enjoys mentoring and nurturing other clinicians.
Although Pam primarily focuses on orthopedic injuries in adults, practicing in an out-patient hospital setting for over a decade allowed her to work with clients with complex medical issues and has expertly served patients also referred by neurology, pediatrics, hematology/oncology, rheumatology, internal and sports medicine in addition to orthopedics. Pam feels passionate about helping all clients realize their potential, even if they have been unsuccessful with other therapists in the past.
Before becoming a physical therapist, Pam enjoyed many sports growing up including field hockey, swimming, basketball, lacrosse. She competed in intercollegiate sailing at Boston University and lacrosse at University of Florida. Now a mom of two energetic boys, she enjoys juggling work and family while maintaining an active lifestyle through strength training, barre and Pilates. Pam is dedicated to helping each individual become their strongest and most capable through education, movement, and functional training.
Luke Cancilla, PT, DPT
Luke is from Erie, Pennsylvania and graduated from John Carroll University in 2019with a bachelor’s degree in Exercise Science as well as competed on the cross country and track and field teams, specializing in the 10K.
In 2021, he completed his doctorate in physical therapy (DPT) from the prestigious physical pherapy program at University of Pittsburgh. While in Pittsburgh, Luke worked in a variety of specialty clinics including a spine center, sports medicine complex, and a comprehensive concussion program.
As he continues his career Luke has focused on developing expertise in orthopedic and sports injuries as well as vestibular therapy and concussion rehabilitation. He has continued his physical therapy education through many courses, certifications, and mentorship from the foremost authorities in the field of physical therapy.
Luke strives to elevate the people around him. While competing on the cross country and track & field teams at John Carroll, Luke leaned into his passion for fostering community and building the confidence of the team. While he has a strong interest in the science behind physical therapy (you should see his bookcase!), his career is highlighted by his passion for connecting with patients and partnering with them to get them back to the activities that mean the most to them.
Whether you are training for a marathon, recovering from surgery, or hoping to be able to alleviate your daily pain, Luke prioritizes the whole person. You’ll likely find yourself leaving a session with Luke feeling heard, prepared with tools to further your recovery, an ignited motivation to achieve your goals, and a few good laughs.
Still an avid runner, you can often find Luke running through the city, along the trails, or with a local running group.
Eric Liu, DPT, OCS

With a distinguished career spanning over a decade, Eric brings a depth of knowledge and expertise to his practice. From his tenure in orthopedic private practice, where he specializes in evaluating and treating various orthopedic pathologies and postoperative rehabilitation, to his work at CCACC Chinese Culture and Community Service Center, providing compassionate care to members of the elder care facility and local Chinese community, Eric's commitment to excellence shines through in everything he does.
Eric's journey in the field of physical therapy began at Marymount University, where he earned his Doctor of Physical Therapy degree in 2013. He furthered his expertise by obtaining certifications as an Orthopedic Certified Specialist (OCS) in 2017 and as a Certified Manual Physical Therapist (CMPT) through the Swodeam Institute Manual Physical Therapy Certification Program in 2014. Additionally, Eric is certified in Dry Needling up to FDN level 2 by Kineticore and holds an SFMA certification up to level 2, acquired in 2020.
Eric has especially enjoyed working with youth athletes, weightlifters, boxers and mixed martial artists. With a deep understanding of the unique physical demands and challenges faced by athletes in these disciplines, Eric is dedicated to helping them achieve their peak performance while minimizing the risk of injury. Whether it's guiding young athletes through proper training techniques to support their growth and development, assisting weightlifters in optimizing their strength and technique, or supporting mixed martial artists in enhancing their agility and conditioning, Eric's tailored approach and specialized knowledge ensure that each client receives the individualized care and attention they need to excel in their respective sports.
Outside of his professional pursuits, Eric leads an active lifestyle, with a passion for competitive Muay Thai kickboxing and amateur boxing. He's also proficient in conversational Mandarin, reflecting his dedication to connecting with and serving diverse communities. In high school, he was a distinguished track and field competitor focusing on sprints. In his spare time he loves baking, making sushi and spending time with his loving family.
Mandy Holland
Mandy holds a Bachelor’s degree in Philosophy from Westmont College and a Master’s Degree in French from Middlebury College. With a background in dance, she spent her adolescence in a ballet studio and performed with regional ballet companies across California. Mandy's passion for dance led her to teaching ballet to students of all ages, where she emphasizes the importance of body care to sustain ballet as a lifelong pursuit.
